CCC Testimony: New York State Executive Budget Mental Hygiene Hearing

On February 6, 2017, CCC submitted testimony to the New York State Senate Finance and Assembly Ways and Means Committees regarding the Executive Budget proposals related to mental hygiene.

CCC’s testimony urged the state to ensure that reforms to the behavioral health system for children expand access to timely, high quality care for children and families.

Specifically, CCC urged the Legislature to adopt a budget that supported Executive Budget proposal to extend APG rates for licensed OMH and OASAS clinics, Child Health Plus behavioral health clinic visits and all OMH licensed providers through March 2020.

CCC urged the Legislature to adopt a budget that went further by:

  • Restoring the $17.5 million appropriated and unspent in FY16-17, for both services and transition readiness.
  • Rejecting the proposal to cut $50 million from l NYC for School Supportive Health Services.
  • Supporting the creation of a $500 million Statewide Health Facilities Transformation Fund, but increasing the floor from $30 million to $125 million for a set-aside to community-based providers.
