On January 28, Daryl Hornick-Becker, Citizens’ Committee for Children of New York Policy and Advocacy Associate, submitted testimony to the New York State FY 2022 Joint Legislative Budget Hearing regarding CCC’s education-related recommendations for the Governor’s Executive Budget.

Drawing from CCC’s Child and Family Well-being Index for New York State, Daryl’s testimony highlights county-based challenges in early education enrollment and educational outcomes. These data inform CCC’s recommendations, which call for increased state commitment toward essential school programming and protection from state education cuts. Daryl outlined various steps towards recovery, such as expanding universal Pre-K, as well as investing in Foundation Aid, special education, community schools, and afterschool programs. His testimony concludes by outlining cost-shifts to New York City and its implications for an already strained school system.
