Daryl Hornick-Becker, CCC’s Policy and Advocacy Associate, testified on January 30 in front of the New York State Joint Legislative Budget Hearing regarding proposals in the human services sector in the FY 2021 Executive Budget.
Daryl testified that while CCC understood the need to be fiscally prudent given the deficit, CCC was disappointed that the Executive Budget proposed cuts to child welfare services and afterschool programming, did not address New York’s child care crisis, lacked supports for families experiencing homelessness, continued the unethical practice of youth solitary confinement, and failed to protect access to children’s behavioral health care.
