CCC Testimony: New York City Council General Welfare And Juvenile Justice Committees Regarding The City Fiscal Year 2019 Preliminary Budget

CCC testified before the New York City Council Committees on General Welfare and Juvenile Justice on March 27, 2018 regarding the Fiscal Year 2019 Preliminary Budget for the Human Resources Administration (HRA), Department of Homeless Services (DHS) and Administration for Children’s Services (ACS).

CCC urged the administration to make additional investments in these agencies, which serve the most vulnerable New Yorkers, in the upcoming Executive Budget.  Some of CCC’s recommendations included increasing funding for busing foster children to school, emergency food programs, salary parity for early childhood educators, and supports for homeless children and families, particularly those in commercial hotels.  CCC’s testimony also objected to the City’s plan to use Department of Corrections staff in juvenile detention facilities for the first two years of Raise the Age implementation.
