New York City has never taken any enforcement action against a single landlord for failing to conduct the mandated annual inspections in the 14 years since the law went into effect, even though the failure to do so is a misdemeanor punishable by up to 6 months imprisonment, to say nothing of leaving vulnerable children at risk.
