The New York State Executive Budget for Fiscal Year 2014-2015 proposes to invest in early childhood education, education, and after-schools programs, and to establish a commission to make recommendations on how to raise the age of criminal responsibility in New York.

While the Executive Budget includes investments in full-day universal pre-kindergarten and after-school programs, the level of investment statewide is insufficient. The Executive Budget does not provide New York City with the authority to tax the wealthiest New York City residents to support full-day UPK for all 4-year-olds and after-school programs for all middle school students.

In addition, the Judiciary Budget request includes a request to partially restore funding cut since 2010 and to fund 20 new Family Court Judgeships.
