The New York State Executive Budget for State Fiscal Year 2013-2014 proposes to increase support for education, create state-funded Universal Pre-Kindergarten (UPK) for higher needs children in lower wealth school districts, and continues much-needed reforms to the Juvenile Justice System by closing underutilized facilities and expanding the Close to Home Initiative to counties outside New York City.
