CCC Testimony: New York State Executive Budget Health And Medicaid Hearing

On February 16, 2017, CCC submitted testimony to the New York State Senate Finance and Assembly Ways and Means Committees regarding the Executive Budget proposals related to health and Medicaid.

CCC’s testimony urged the state to protect health insurance for New Yorkers regardless of what changes happen at the federal level and to ensure that localities have the resources they need to remediate any high levels of lead found in school drinking water.

With regard to the Executive Budget proposals, CCC urged the Legislature and the Governor to negotiate a budget that:

  • Restores $22 million to NYC for the General Public Health Work program.
  • Adds $9.5 million for home visiting programs.
  • Rejects legislation to create a monthly health insurance premium for those earning between 138-200% of the federal poverty level who are enrolled in the Essential Plan.
  • Strengthens the behavioral health system for children by restoring $17.5 million for children behavioral health services.
  • Restores $50 million to NYC for School Supportive Health Services.
